TO Camo and Combat Camo - "no orders needing to be spent"

TO Combat Camo says that it functions like L2 Combat Camo, "with no orders needing to be spent". What is this in reference to? I can only assume it means camouflaging again, but L2 Combat Camo does not reference "Camouflaging Again" and "Camouflaging Again" is repeated after this statement as functioning exactly like L2 Camo.

It means that Combat Camo happens automatically when the model shoots from Camo, you don't need to spend an 'extra' Order to trigger the Combat Camo.

I guess I'm still not understanding Combat Camo then. The way I read the rule is that the Combat Camo rule is a process for handling attacking when in Camouflaged state, not a special order that needs to be spent. The marker already has to be Camouflaged to benefit, which was an order.

Unless, the intention here is that a TO Camo model always gets the bonus of Combat Camo even if not currently camouflaged?

This is partly the result of everything in Infinity being a 'skill', whether it's an ability or an action.

Combat Camo is an automatic effect that kicks in whenever a camouflaged model attacks in the active turn. That's all there is to it, whether it's normal Camo or TO Camo.

Some skills, for example recamouflaging, require the model to spend an Order on that action instead of being something that happens while spending an Order on other actions, for example the -3 BS effect when shooting at a revealed model with Camo.
