This will be useful through the end of the ITS 2014 season at a minimum.
I present here the summary of the thread as of 2014-07-21, with some formatting and cleanup:
ANSWERED QUESTIONS
1. (From the announcement thread) Is the omission of Doctors and Paramedics as specialists from Emergency Transmission intentional?

Once a Console has been successfully Synchronized, it cannot be Synchronized again by the same player. A Synchronized Console can be Synchronized again by other player, applying the same procedure. In such situation, the Console is no longer considered as Synchronized to the adversary.

What happens when a box lands on a model/marker during dispersion?
Same thing as when a box lands on another box. Reroll the dispersion.
5. The Data Scan Classified Objective is not a hacking roll and and cannot be done through repeaters.
6. Lifeblood - if a box lands on a model, re-roll the dispersion.
7. Annihilation/Shasvastii - they don't count as casualties until they are Dead-Dead.
8. Quadrant Control/Multiple models for one point value - Must be in same quadrant to count, but conscious models can still count when their partners are unconscious/dead.
9. Joint Operations - If only one player in a team is in retreat, this still activates the end of the mission condition for retreat.
10. Lifeblood - Box scatter uses the second digit # inches as specified in the English PDF.
11. Datascan classified - Can indeed be done in ARO.
12. Antennae Field & Posthumans - Inactive proxies can control antennae.
13. Antennae Field - Abilities and equipment such as minelayer and CrazyKoalas are not affected by the exclusion zone.
14. Sabotage classified - The target is chosen during deployment, which includes placement of your reserve model.
15. Classified Objectives - In missions where there are two classified objectives, the player may not choose the same one twice.
16. How can you legally activate an objective as an ARO?

Figures in the Reactive player’s army may act in the Active player’s turn to answer the use of an Order by the active player, only against the miniature that is activated by that Order.
And here is the wording in the ITS rules (example from Beacon Race):
To generate a Beacon, a Specialist Troop must be in base contact with the Beacon Generator, spend one Short Skill of an Order or an ARO, and succeed at a Normal WIP+3 Roll

Summary: You can ARO against the miniature spending or the order OR choose some ARO that does not directly affect a miniature.

Editorial note: It appears at this time that an ARO to detonate an already placed D-Charge can occur against a model that has not been activated by an Order. Detonating a D-Charge is an action that does not target any specific model.
17. Strategos -
In the Initiative Roll section, the OP PDF states that "Players must also inform their opponents whether their Lieutenant has the Strategos Special Skill, and at what level."
- I assume this must be done before the winner of the roll picks side/deployment. YES
- Is it necessary to state if a model only has Strategos 1 (Kornak Gazarot)? This has no effect during deployment; all it does is reveal the Lieutenant to the opponent. YES
- Is it possible to elect to use a lower level of the Strategos skill? If I had an Avatar, could I use Strategos 2 to trick my opponent into thinking I was using a Skiavoro instead? NO
18. Motorcycles -
- Can a specialist on a Motorcycle (Aragato Hacker) dismount in order to enter the Narrow Gate on the objective room in Beacon Race? YES
- If so, must it return to the spot it dismounted to remount, or could it go out another door and remount the Motorcycle at a different location? RETURN TO DISMOUNT LOCATION
- If an Authorized Bounty Hunter rolls a Motorcycle on their Booty table, do they need to be represented by a 40mm base model? NO
19. Lifeblood - No you can't search crates in ARO, because this is not mentioned in the scenario rules (unlike Beacon Race, for example). You can't target crates with weapons in ARO because you are only allowed to target the active model with attacks in ARO.
Detonating a d-charge is not an attack nor does it have a target.
20. Beacon Race - models can drop a beacon with a short movement skill or an ARO. When a model generates a beacon it goes immediately into that model's possession.
21. Lifeblood - the supply crates count as Destroyed as soon as they take damage, so Unconscious is enough and they don't have to be taken to Dead.
22. Quadrant Control & Antennae Field - if Retreat ends the game halfway through a game turn (first player is in Retreat) you still work out the end of game turn points.
23. Beacon Race - the Security Zones are physically marked on the table with circular templates.
24. Beacon Race - the Beacon Markers are just markers so there are no penalties for carrying one.
25. Antennae Field - immobilized models can still control and counter antennae.
26. Campaign Format - promotion rolls also apply after each game.

UNANSWERED QUESTIONS

(Part 1) Consider an antenna from Seize the Antennae or a beacon from Emergency Transmission, either of which could be seized/activated in ARO. If a reactive model AROs to a seizure/activation attempt by an active model with the same skill, is this roll FtF? I assume it has to be, but this has never come up because in my games we'd shoot the reactive guy first.
(Part 2) The antenna or beacon (though these are treated differently in the rules text, so different answers for each are not unexpected) is already seized/activated by the reactive player. The active player's model tries to seize/activate the antenna or beacon. Can the reactive, antenna/beacon-controlling player's model try to seize/activate the antenna/beacon he already controls?
29. Does Baggage count as a bonus 20 points for army points killed or army points surviving when playing Annihilation?
