The 25th was Santiago Apostol holiday in Galicia and other places, and they probably "took a bridge" (26th) or even "aqueduct" (the longer version, dunno what other holidays do the cities/towns have there, summer is full of local events).
It was not fixed quickly on Monday... maybe the one in charge is away, maybe even for multiple weeks (summer holidays). Previous Friday was the Crowdstrike/Microsoft fuck up, so maybe they have multiple fires to extinguish. We will see.
