I'm a user of this forum, you can check my recent activity with ease.
I used to access the forum via my tabletop computers at my home, at my workplace and with my mobile phone.
Today I failed to view the forum from my home even without logging in.

A ban has been issued on your IP address.

This is what it shows me. Meanwhile with my mobile phone I have all-round good access.
What can you/I do to help me with this?

Do you connect to the net via dedicated IP address (fixed) or do you use dynamic address (take the next cab off the rank)? Given the smartphone and probably wifi - I'd say it's a Dynamic address routing issue.

I'm of the latter - and whilst I do occasionally get this issue, a reboot of the modem generally fixes that issue. I'm just to lazy to set up a static address.

If chromedog's suggestion doesn't work, please PM Coder and he'll work it out.
